Tampa Brownfields Redevelopment

ENERCON was requested to oversee the remediation of an approximately 10 acre site located on the Hillsboro River in Florida. Work was performed under the Florida Department of Environmental Protection (FDEP) Brownfields Program. ENERCON successfully submitted necessary documents, resulting in the client receiving maximum Brownfields tax credits.
The scope of work included the excavation and disposal of 1) landfill debris and rubble, 2) petroleum hydrocarbon impacted soils in former UST areas, 3) polychlorinated biphenyl (PCB), polycyclic aromatic hydrocarbons (PAH) and metal (i.e. lead) impacted soils in various locations of a former marine landing 4) assessment of groundwater, and 5) preparation and submittal of a final remedial report leading to a no further action status. Remediation activities included the excavation and removal of over 60,000 tons of contaminated material. Work was performed in accordance with FDEP Brownfield guidelines, with the utmost attention to ensure the client received the maximum Brownfields tax benefits through this program.
Other aspects of this project include:
- Evaluation of historic assessment data collected by various other consulting groups.
- Permitting issues and contractor certification with Florida DEP and City of Tampa.
- Dewatering of excavations and procurement of permits required for water disposal into the City of Tampa sanitary sewer.
- Removal of over fifty 20 to 30 foot long creosote pilings.
- Disposal of various waste streams.
- Import of clean backfill and compaction.
