Combined Operating License (COL)
Cost Estimate & Schedule Study

ENERCON completed a first-of-a-kind study on licensing new nuclear power plants under the NRC's revised licensing process in 10 CFR Part 52 for Duke Power. ENERCON developed a detailed work breakdown structure, cost estimate, and schedule for all tasks and activities necessary to prepare and submit a COL application for a possible new nuclear power plant to the Nuclear Regulatory Commission (NRC) and then support NRC review of the application through final approval.
The ENERCON Team developed a comprehensive resource-loaded schedule with over 2000 tasks covering preparation of the FSAR, Environmental Report, Emergency Plan, and Security Plan as part of the COL application. The study also defined the tasks required to complete a comprehensive siting study and to select a reactor technology for the project. The ENERCON Team considered a base case involving use of a reactor technology design that has been certified under 10 CFR Part 52 and location of the proposed plant at a greenfield site and three alternative scenarios.
