ENERCON's experienced air quality professionals provide comprehensive analysis of technological and regulatory compliance concerns to assist our clients in planning, permitting, monitoring, designing, operating and maintaining their air quality programs. On average, our senior permitting staff each have over 15 years of experience with state, tribal, and federal air quality permitting, including permitting PSD and new major sources in both attainment and non-attainment areas. When the PSD permitting process is triggered, ENERCON assists clients by developing strategic project guidelines and pollution reduction projects, and prepares the application and sees it through the permit review process. ENERCON will work with the client to (1) demonstrate that the applicant proposes the installation of Best Available Control Technology (BACT), as determined by a top-down analysis, (2) perform an air quality impact analysis to show that no PSD incremental exceedance will occur, (3) perform environmental impact analysis in order to demonstrate no significant impact to vegetation, visibility in the view shed and soils, and (4) demonstrate that adequate public notice and an opportunity for public involvement has been provided. In addition, ENERCON will provide descriptive information such as facility information, location maps, permits currently held by the facility and any other relevant documentation requested by the reviewing agency. We will also work with the client to evaluate the need for any special conditions in the final permit to maintain compliance and continue to allow for maximum operating efficiencies.
